CPSC/CPSIA Consumer Product Testing Service in the United States
On August 14, 2008, President Bush officially signed and promulgated the Consumer Product Safety Improvement Act 2008 (CPSIA), which is a major amendment to the former Consumer Product Safety Act (CPSA). The amendment covers a wide range of contents and fundamentally changes the regulatory system of consumer safety in the United States, which has attracted great attention from consumer goods manufacturers. The bill requires that every child product entering the United States be certified by a third-party testing agency.
Key Points of CPSIA Bill:
1. Limit the content of lead (total lead) in children's products
Lead content limits for all kinds of materials in all children's products:
* 600 ppm - 180 days after the promulgation of the amendment;
* 300 ppm - The amendment came into force one year after its promulgation.
* 100 ppm (e.g. CPSC confirms that it is technically feasible) - the amendment will come into force three years after its promulgation
2. Lead content in paints and coatings
The lead content limit of paint and paint for children's products has been reduced from 600 ppm to 90 ppm.
3. Prohibiting the sale of certain products containing phthalates
Sale of children's toys and child care products containing six phthalates is prohibited
4. Compulsory (statutory) safety standards for toys
180 days after the amendment was promulgated, ASTM F963-07 compiled by the American Association of Materials and Tests will automatically be regarded as the safety standard promulgated by CPSC.
5. Compulsory Detection and Authentication
All product manufacturers involved in the Children's Product Safety Ordinance and Regulations (including this Amendment, other similar standards, regulations, prohibitions, regulations and other CPSC enforcement acts) must inspect their products by a third-party testing agency with CPSC accreditation qualifications to prove that their products meet the relevant CPSC enforcement standards and standards.
